Seven members of the Louisiana judiciary filed suit, seeking a declaratory judgment that the Trustees of the Louisiana State Employees' Retirement System (LASERS) had misinterpreted the law as it applied to the computation of their retirement benefits. The district court granted summary judgment in favor of LASERS and denied the plaintiffs' motion for summary judgment, dismissing their case. This appeal followed.
