ALARID, Judge.

{1} Plaintiff appeals pro se from the district court's order granting summary judgment in favor of the State of New Mexico Regulation and Licensing Department (the Department). The issue raised on appeal is whether the district court properly determined, as a matter of law, that the Department was justified in denying Plaintiff's application for renewal of his polygrapher's license. We are unpersuaded by Plaintiff's arguments...
