On October 28, 1998, in Eckstrom Industries, Inc. v. United States, 22 CIT ___, 27 F.Supp.2d 217 (1998) (Eckstrom I),1 this Court remanded certain aspects of the Department of Commerce's ("Commerce" or "the Department") scope determination issued pursuant to 19 C.F.R. § 351.225(k)(1) (1998).2
