Appellee the Nebraska Public Service Commission (PSC) initiated an investigation to determine whether it had jurisdiction over appellant, the Nebraska Public Power District (NPPD). The PSC determined that the NPPD was providing intrastate telecommunications services for hire as a contract carrier and that such carriers fell within the PSC's jurisdiction.
