Thomas Joseph Volkmer appeals the York County District Court's dismissal of a contempt charge against Anne Verlene Locke, formerly known as Ann Verlene Volkmer. The contempt charge arose out of Anne's noncompliance with previous court orders which were entered as a result of a provision in the parties' divorce decree which required Anne to pay one-half of an income tax liability owed by Thomas and Anne.
