Petitioner Carl Walter Ruby was granted a belated criminal appeal by the Circuit Court for Allegany County pursuant to that court's grant of his petition for writ of error coram nobis. Petitioner appealed to the Court of Special Appeals. Upon a motion by the State and based upon the intermediate appellate court's determination that it lacked jurisdiction to hear the matter because, in its view, the circuit court had improperly granted the petition...
