This is an appeal by Idaho Watersheds Project (IWP) from the district court's grant of summary judgment in favor of the State Board of Land Commissioners (the Board) and the Idaho Department of Lands (the Department) (or collectively referred to as the State). The district court affirmed the Board's decision to reject fourteen of IWP's 1995 lease applications for grazing leases on state endowment lands and to award the leases to the prior lessee...
