Appellant, Claire Phillips, appeals from a motion for summary judgment in favor of appellees, City of Houston and Former Chief of Police Sam Nuchia (the City).1 Appellant asserts the trial court erred by granting the City's summary judgment based on a finding that the hearing examiner did not exceed his jurisdiction.
