This appeal stems from a case of mistaken identity. On June 20, 1995, appellant, Carl Green, was arrested at his home by Baltimore City Police Officer Angelo Brooks, appellee, pursuant to a bench warrant issued for appellant by the District Court for Baltimore County. The bench warrant was issued after Green failed to appear for trial in connection with a shoplifting offense that occurred on March 9, 1995...
