On February 4, 1998, appellant Paul Hamilton was arrested for driving while under the influence of alcohol. At the time, Hamilton's alcohol concentration was .23. As a result of his arrest, the Commissioner of Public Safety revoked Hamilton's driver's license.1 Had Hamilton's alcohol concentration been between .10 and .19, he would have been required to wait 15 days before he could be issued a limited license...
