In 1997, Wyoming enacted legislation establishing a state deoxyribonucleic acid (DNA) database as part of a DNA Identification Record System. The statutory scheme requires convicted felons to submit DNA samples for identification purposes. Appellant Jeffrey Wayne Doles was convicted of conspiracy to commit larceny and ordered to submit a DNA sample.
