BENTON, Judge.

The Virginia Retirement System denied Barbara W. Johnson's application for disability benefits. On this appeal from the circuit court's review, Johnson contends the trial judge erred in ruling that the record contains substantial evidence to support the Retirement System's decision. See Code § 9-6.14:17. For the reasons that follow, we affirm the judgment.
