The Illinois Secretary of State appeals from an order of the circuit court of Cook County directing the Secretary to issue a judicial driving permit (JDP) to the defendant, Jozef Szypcio.

The sole issue on appeal is whether the circuit court erred by ordering the Secretary to issue defendant a JDP, where his driving privileges had been revoked due to both a statutory summary suspension and a discretionary...
