The question before us is whether the State of Minnesota has subject-matter jurisdiction over the traffic offenses of failure to produce proof of insurance in violation of Minn.Stat. § 169.791 (1998), and driving after revocation in violation of Minn.Stat. § 171.24, subd. 2 (1998), when these offenses are committed by enrolled tribal members on the tribal reservation.
