The defendant, Billy Richmond, filed a pro se petition for post-conviction relief in the circuit court of Cook County. The defendant later retained counsel, who stood on the defendant's petition without amending it. The circuit court dismissed the post-conviction petition without an evidentiary hearing. In an unpublished order the appellate court affirmed the dismissal,
