On October 4, 1995, Gary Testerman ("Testerman") was fatally injured while employed with James Julian, Inc. of Delaware ("Julian"). His widow, Nora Testerman, filed a Petition for Compensation Due on September 22, 1997, requesting death benefits under Delaware's Workers' Compensation Statute.
