On December 16, 1996, Appellant Willis Tommie Hall was arraigned on a three-count indictment alleging various offenses relating to the manufacture of methamphetamine, in violation of 21 U.S.C. §§ 841(a)(1), 841(d)(1), & 846. Hall's trial began on October 6, 1997, 293 days after his arraignment. He was convicted and sentenced to 135 months in prison.
