Plaintiff S.V. appeals a declaratory decision of a hearings officer in a due process hearing under the Individuals With Disabilities Education Act, 20 U.S.C. § 1400 et seq. ("IDEA"). This court has jurisdiction over the appeal pursuant to 20 U.S.C. § 1415(e)(2)(1991) and 20 U.S.C. § 1415(i)(2)(1997).1
