NEUMAN, Justice.

Defendant, Chad Nelson, was one of over 220 persons cited for motor vehicle crimes in connection with a roadblock set up in Council Bluffs in August 1997. Nelson was eventually convicted of operating while intoxicated, first offense. See Iowa Code § 321J.2 (1997).
