PER CURIAM.

SUMMARY

On April 24, 1995, Yolanda Smith ("Smith") filed a criminal report with the Las Vegas Metropolitan Police Department alleging that she had been kidnapped and beaten by Aaron Fletcher ("Fletcher"). Smith also informed police of Fletcher's involvement in drug trafficking and described both Fletcher's protocol for selling drugs and the location of the drugs in the steering column of Fletcher's automobile....
