The Pennsylvania Labor Relations Board (Board) appeals from an order of the Court of Common Pleas of Philadelphia County which reversed its final order certifying the International Union of Operating Engineers, Local 835, AFL-CIO (Union) as the exclusive representative of a collective bargaining unit consisting of certain nonprofessional employees of Temple University Health Systems at the Lower Bucks Hospital (Employer).
