RUCKER, Judge

C&M Utility filed a petition with the Indiana Utility Regulatory Commission seeking to withdraw from the Commission's rate setting jurisdiction. The Commission granted the petition but entered an order requiring C&M to make certain disclosures to its future customers. In this appeal the Office of Utility Consumer Counselor (OUCC) contends the Commission erred in granting the petition because C&M did not qualify by statute...
