Fred L. Frederick was convicted by a jury of first degree murder while armed (FDMWA), D.C.Code §§ 22-2401, -3202 (1996), and carrying a pistol without a license (CPWOL), D.C.Code § 22-3204(a). Frederick subsequently filed a motion pursuant to D.C.Code § 23-110 to vacate his conviction, alleging that his representation at trial by his attorney was constitutionally inadequate.
