The Office of Administrative Hearings denied Appellant Adrian R. Felix benefits under Wyoming's workers' compensation law. His appeal presents the issue of whether an alien (a non-U.S. citizen) who is not authorized to work in the United States can be covered by Wyoming's workers' compensation.
