Father appeals a juvenile court order, made in the course of a child dependency proceeding, authorizing disclosure of his drug evaluation and treatment records from two medical facilities. ORS 419A.200. The issue presented is whether the state's need for the records satisfies the "good cause" standard for their release under 42 U.S.C. section 290dd-2 (1994). Our resolution of that issue turns on the meaning and scope of the federal statute and how it applies...
