In October 1997, a passenger in a vehicle driven by defendant sustained fatal injuries when defendant's vehicle failed to yield the right-of-way at an intersection and collided with another vehicle. Defendant, who was 17 years old at the time of the accident, was charged in a two-count indictment with criminally negligent homicide and reckless driving. Following plea negotiations, defendant entered a plea of guilty to the criminally negligent homicide...
