The United States appeals the district court's adverse rulings arising from claims that Grand Laboratories, Inc. and Dr. Duane C. Pankratz violated the Virus-Serum-Toxin Act (the VSTA) when Dr. Pankratz switched contaminated biological product with a bogus substitute and transported the contaminated material. The district court found that Dr. Pankratz violated the VSTA, but vindicated Grand Laboratories...
