These consolidated appeals arise from the revocation of Louis Robert House's driver's license1 by the Director of Revenue ("Director") pursuant to § 302.505.1, RSMo Cum.Supp.1997, which reads, in pertinent part:

"The department shall suspend or revoke the license of any person upon its determination that the person was arrested upon probable cause to believe such person was driving a motor vehicle while...
