Samuel K. Tidwell is before us for the third time. He was indicted, along with 19 others for being a member of a large-scale drug conspiracy operating out of Rockford, Illinois, between 1989-93. A jury convicted Tidwell on multiple charges and the district judge, Philip G. Reinhard, imposed a life sentence, mandated at the time by the federal sentencing guidelines.
