Kansas City's municipal government appeals the circuit court's judgment awarding damages to the owners of a building which was damaged when the city ordered demolition of an adjacent building. The city tore down the adjacent building after declaring it to be dangerous. The city contends that the circuit court erred in finding that it was responsible for the demolition company's negligence, and that, because a party wall joined the two buildings...
