On October 31, 1996, appellants Antonio Randle and Lawrence Joseph and co-defendant Curtis Sawyer were charged by grand jury indictment for drug offenses. Joseph and Sawyer were charged in count one with distribution of heroin and in count two with possession of heroin with intent to distribute.
