Plaintiff APT Minneapolis, Inc. is a provider of wireless telecommunications services that wants to build a 165-foot communications tower on one of the highest points in the city of Eau Claire, a hill known as Mt. Tom. The city of Eau Claire agreed with plaintiff's plan, and even leased the company the land on which to build the tower, but the Eau Claire County Board of Land Use Appeals threw a wrench in the works...
