Following a tier III disciplinary hearing, petitioner, a prison inmate, was found guilty of violating the prison disciplinary rule which prohibits inmates from providing unauthorized legal assistance to other inmates. According to the misbehavior report, petitioner wrote a letter and addressed the envelope for another inmate without prior approval to do so.
