I. INTRODUCTION

In 1996 John Koss moved to enjoin the Alaska Child Support Enforcement Division (CSED) from enforcing two judgments for unpaid child support that the superior court had entered against him more than ten years earlier. He argued that the ten-year statute of limitations set out in AS 09.10.040(a) barred CSED from collecting on these judgments. The superior court disagreed and denied Koss's motion...
