Randolph Muhammed Talley-Bey, Jr., a Michigan state prisoner, appeals the district court's dismissal of his civil rights complaint filed pursuant to 42 U.S.C. § 1983 (No. 97-1208) and the subsequent award of costs (No. 97-1849).
