Petitioner challenges the decision of the District of Columbia Board of Medicine (the "Board") revoking his license to practice acupuncture in the District of Columbia. See D.C.Code § 2-3305.14 (1994). The Board found six separate, but partly overlapping, grounds for revocation under § 2-3305.14(a). These included, most notably, professional incompetence for failure to meet the educational and training requirements for licensure...
