Both parties in this appeal were ordered to appear before a panel of this Court on November 17, 1998 and to show cause why the issues raised in the plaintiffs appeal from a Superior Court judgment finding no violation of the Open Meetings Act (G.L.1956 chapter 46 of title 42) (act) should not be summarily decided. That finding had been made by a Superior Court trial justice sitting without a jury and upon stipulated facts....
