PER CURIAM.

The City of Providence (city) has appealed from a judgment that the city was not a secured creditor in a receivership proceeding. The issue on appeal is the status of property taxes for the year 1988 on a parcel of land in the city. This case came before a panel of the Supreme Court on November 17, 1998, pursuant to an order directing the parties to appear and show cause why the issues raised in this appeal should not be decided...
