Harry Halloway, a judicial court commissioner in Wisconsin, filed this action against various employees of the state and county judicial systems and Milwaukee County. He alleged claims based on the Age Discrimination in Employment Act ("ADEA"), 42 U.S.C. § 1983, and a Wisconsin conspiracy statute.
