Seneca Nation of Indians (hereinafter the Seneca Nation) is a Federally recognized Indian tribe which has voluntarily chosen to participate in the New York unemployment insurance program. It operates a health care agency that provides medical services to Native Americans residing on reservations. In staffing the agency, the Seneca Nation has retained medical professionals, whom it considers its employees, on a full and part-time basis....
