The Somersworth School District (district) appeals the ruling of the public employee labor relations board (PELRB) that it committed an unfair labor practice, see RSA 273-A:5, I(h) (1987), when it refused to process a grievance filed by Gary Tuttle, an employee of the district. We reverse.
