Armed with a .22-caliber semiautomatic rifle, respondent, 15-year-old Jan Michael Hough and three friends set out to "shake up the community" of Barnesville, Minnesota, on February 14, 1996. The group first went to Barnesville High School where they intended to shoot at the school building.
