Appellants Bannum, Inc. and Bannum Properties, Inc. filed this action pursuant to 42 U.S.C. § 1983 against appellee, the City of Fort Lauderdale, Florida (the City), alleging equal protection and due process violations in connection with the City's enactment and enforcement of a zoning ordinance.
