The City of Opelousas, Louisiana, (the City) terminated Sergeant Lawrence A. Thibodeaux (Thibodeaux), a policeman, for offduty misconduct. He appealed his termination to the City of Opelousas Fire and Police Civil Service Board (civil service board). It affirmed his dismissal. He appealed this decision to the district court.
