SILBERMAN, Circuit Judge:

Appellants Ober United Travel Agency, Inc. (Ober) and the Society of Travel Agents in Government challenge the Department of Labor's determination, affirmed by the district court, that travel management contracts are covered by the provisions of the Service Contract Act.
