Plaintiff Richard T. "Tim" Keever was a police officer with the City of Middletown ("City"), and suffered on-the-job-injuries to his neck, shoulders, back, and legs in the late 1980's. In the years following his injuries, he missed an excessive amount of work, and disputes arose about the legitimacy of his absences.
