This case involves the review by the district court of an arbitrator's decision involving time trades by city fire fighters. The arbitrator held that under the agreement between the City and the fire fighters' union, the City had the right to approve or disapprove time trades among fire fighters. On appeal to the district court, a motion for summary judgment was granted to the fire fighters' association. The City of Cedar Rapids has appealed. We reverse...
