Petitioner, a State prison inmate, was found guilty of violating prison disciplinary rule 106.10 which prohibits inmates from refusing to obey a direct order and rule 180.14 which requires inmates to follow staff instructions regarding urinalysis testing (see, 7 NYCRR 270.2 [B] [7] [i]; [26] [v]).
