The sole issue in this administrative appeal is whether the plaintiffs, James Fullerton and Mary Fullerton, the holders of one of two Lotto tickets with all six winning numbers from the December 21, 1993 Lotto drawing, are entitled to the entire first level prize from that drawing because the holder of the other ticket did not come forward within one year of the drawing.
