Appellant Richard B. Robb, Jr. ("Robb") challenges the ruling of the Circuit Court for Baltimore County granting summary judgment in favor of appellee Peter Franklin Wancowicz ("Wancowicz") on claims brought against him for negligent entrustment, negligence, and civil conspiracy. He presents two questions for review, which we have separated into four questions and rephrased as follows:
